You'll be able to open an account when you get there but you should change it to a soldier's account when you get your Tzav Gius, the document which tells you when you must report for duty. That document contains your mispar ishi (soldier ID number) which the bank needs to give you a soldier account. Soldier accounts enjoy some benefits like free ATM use.
But you definitely need a bank account before you start your service so that you can receive your monthly paychecks. Choose a bank branch near where you live because you will only be able to conduct bank business at your branch of your bank, unlike in the United States.
